When I look for 'Top Tier' in a build I have many requirements that must be met. I want a build that can clear ALL content (maps/shaper/lab/atziri + ubers etc). It must be FUN and ENGAGING, not cost an extraordinary amount of currency, and have the ability to be a league starter with the ability to do all content later on as you upgrade and invest into your character. On top of this it must have fast movement or move skills and not have to worry about any weird issues that ruin builds for me (such as running out of mana, dying in one hit, not lacking in single target capability, etc.)All in all finding a build that suits me and has all of these things can really be a tall order to fill. Luckily I have perfected my spectral throw ele buzzsaw build which fits me perfectly! Hope you all enjoy!
Pros:

Can not leech maps are NOT possible
Can be moderately expensive to fully min/max for end game gear
All leech is ele dmg so any physical leech from tree/jewels/gear does not work

This build focuses on high attack speed to unleash a series of chaining projectiles with 86% cold pen, high crit chance and amazing attack speed in a almost 360 radius around you , killing everything that dares come close.
The weapon range increases with each level of Frost Blades , so even if it is a melee skill , with good positioning , you will be out of harms way most of the times you`re in a fight.
It is a full Elemental build at 100% cold conversion , dealing no physical damage , therefore physical reflect mods will not affect you.
Clear speed wise , whilst not competing with Vaal Spark (dead) , it is faster than most builds out there and somewhat cheaper.
Just a 4-Link setup can get you up to T10 maps if you`re careful.
This is a Softcore build. If you want to play Hardcore , just make sure you pick more Life nodes rather than Damage nodes.

How do you generate powercharges? -You have three options. You can use Herald of ice, linked with Curse on Hit and Assassins Mark, however it does only work if you Don't have a elemental weakness curse on your corrupted gloves. You can also use Frenzy linked with Powerchage on crit. You will only have to use this skill once every 10 seconds do refresh charges. You can also use the expensive, but best option, which includes the Blue Dream jewel.
What's best? Raider or Inquisitor? -I'd highly recommend Raider, as it's much better to level with, and has alot higher clearspeed compared to the Inquisitor.
I cannot sustain my mana cost, what do i do? -You need to make sure you have grabbed the 0,4% hybrid life/mana leech node between Spirit Void and Vitality Void. While leveling you will likely still get mana problems, since the leech is based on your damage, and the damage isn't high enough while leveling. So a thing you can do is either to use elreon jewelry while leveling, or get a thiefs torment ring. It gives alot of mana on hit
Why do you take Raider instead of Inquisitor? -Since we get so much penetration, Raider is the optimal choice! -Inquisitor also have a problem, since it's in the left side of the skilltree, whereas ranger is to the right. Since we focus on added elemental damages, and need attack speed to get high damage, raider is the optimal choice!

Keep your frenzy charges in boss fights!

Tornado Shot Ranger is one of the most well-rounded ranged builds in Path of Exile. It can be extremely powerful as a Starter build with just a few physical DPS items required and one of the best clearing speed on lower-tier Maps. Later on, it will allow you to face Shaper and the Elder as long as you can afford the required gear (including two 6-linked items for both the Tornado Shot and Barrage setups). It is rather easy to play because of its' simple gameplay mechanics, good damage and amazing AoE. However, with the changes in Patch 3.9, farming high Tier Maps with this build will require quite significant investments in gear.

This build is also extremely flexible. Players can freely choose between going either a full glass cannon (it requires kiting experience) or keeping a balance between offense and defense. Keep in mind that if you can't stay alive the build loses its' purpose - it's meant to be extremely fast.

1. Gameplay

This build is very straightforward. Tornado Shot Deadeye is a ranged DPS class, that deals massive damage, and requires the player to kite and avoid enemy attacks. In order to be fully viable certain defensive mechanics have to be put to work, otherwise, you won't be able to fully utilize this class's potential. This build also provides amazing AoE, while may lack single-target DPS high-tier maps. This makes this build require second 5/6 linked item to put the Barrage skill in it, or swapping several Gems for boss fights.

3. Leveling tips

Leveling as a Ranger is of the easiest kind. It usually is more than enough to upgrade your gear with the self-found items, and the build itself provides a great balance between offense and defense. You can use at least a couple bow skills that will do just fine, with either higher single or AoE DPS. We recommend using Burning Arrow(or other Bow Attacks that you can get for completing the first quest - content is easy enough to pick any of them) early on and replace it with Tornado Shot at level 28.

Suggested leveling Gem setups:

Burning Arrow setup
Burning Arrow - one of the first available bow skills in PoE. It will do just fine until you get the Tornado Shot Gem
Added Fire Damage Support - great buff to your DPS
Lesser Multiple Projectiles Support - this will make your BA quite viable for clearing bigger packs as well
Tornado Shot setup
Tornado Shot - you should start using Tornado Shot as soon as it becomes available. Try to use(and level up) as many support Gems you plan to use later on with this setup. This always makes the transition to your final build much easier
Greater Multiple Projectiles Support - you can use this Gem shortly after you get the TS running, just buy it as soon as you reach level 38
Mirage Archer Support - summons a Mirage Archer on your back which uses Tornado Shot with reduced Attack Speed. Greatly increases your clear speed and shortens your leveling
Elemental Damage with Attacks Support - increases Elemental Damage dealt with supported Attacks. It's also one of the recommended end-game Gems
Utility Gems
Lightning Golem - the recommended Golem for this build which increases your Attack and Cast Speed
Assassin's Mark - the recommended curse option for this build. You can start using it manually as soon as you reach level 24.
Herald of Ice - adds moderate DPS buff, as well as it's one of the recommended endgame Spells so you might want to start leveling it up early
