It's the same as the arm swipe from the behemoth. All monsters have a weak attack and some won't trip the mantle. Since you were so low that's why it killed you. Moxie didn't activate either because you were too low. There are lines marked on your health bar. If it's below that you will die instead of activate moxie. Conceals you from enemy view temporarily. The effect expires if you perform an attack or take damage. 120: 300: Is given to the player after completing 3 ★ assigned quest Sinister Shadows in the Swamp. Ghillie Mantle + Conceals you from enemy view temporarily. The effect expires if you perform an attack or take damage. 120: 300: Complete the 1 quest Ice Catch!
I'm tell you how exactly I've obtained it!
1. Get to Hunter Rank 29!
I am uncertain if this signifies the first Tempered monsters you will face. You will notice your HR is locked at HR 29. You have to complete this quest and lift the HR cap once more. This quest will be difficult without a doubt. You're most likely facing these explosive behemoths with non maxed gear. Most hits should not kill you in one go, the real threat is the little bombs.
2. Get to Hunter Rank 49!

You will receive your first tempered Elder Dragon, a Tempered Kirin. Yes that's right, very well hated due to Tempered monsters do double damage. If kirin wasn't enough already. Do not fear though, Tempered monster just do twice the damage but health remains the same, also they stagger more so bonus. Once completed your HR may progress and now you're able to hunt Tempered Elder Dragons!
3. Hunt Your First Tempered Vaal Hazak!
Ok there is no optional quest(yet) that includes a Tempered Vaal Hazak. Do not fear, yo boi is here, haha... Bad joke.
To acquire an investigation with a Vaal Hazak tempered, you may use this method.
Go to Elders Recess, Camp 16 and head into the lava area. Where you will shortly find a Tempered Teostra track. Not far from the camp so easy to get to without a problem. [Edit]: The area where Kushala sleeps a track will be found.
Collecting the track may gift a Tempered Elder Dragon investigation or it may not. Don't worry you may collect from this track as much as you desire.
Just return to HQ and start the process again. Note every area has at least one Tempered Elder Dragon's track so you may use whichever. I personally use this one.
Just because it is a Tempered Teo's track doesn't mean it will gift a Tempered Teo investigation only. My most recently acquired investigation is a Tempered Nergigante.
So after getting at least one Temp Elder quest and you're up for this. Equip the Ghillie Mantle if it is needed, and follow the Elder around letting it do it's own thing. Easy access to tracks and potentially getting the quest you desire. Of course this is for a Temp Elder. Following a regular Elder WILL NOT WORK.
Congratulations you have obtained a Tempered Vaal Hazak quest!
After successfully killing the Tempered Elder, the Armory will give you a quest.
4. Fulfilling The Request
So you're finally here, the mantle within your grasp you can almost taste it... So yes completion of the quest will reward you the Rocksteady Mantle! Strangely this quest is hr 15 and above haha..
